I am 5'6 1/2 or 5'7 and weigh about 117lbs. Is this healthy? I workout 5 days a week for 60 mins each time. I do cardio in the morning and weight life at night for 3 nights. I eat about 1,700 cal's a day.

Your caloric input seems a bit on the low side for your volume of exercise, but there are a lot of unknowns from my vantage point such as intenstity of exercise, your body type (i.e. muscle tone), rate of metabolism, etc. I wouldn't make any assumptions about your relative health simply on the basis of height and weight.
