I'm somewhat confused about this, I've ran this once in my first meet and we got third out of seven but our coaches out new and confuse me
But a few questions
1. Are you allowed to look back when receiving a hand off?
2. Will looking back slow you down?
3. Should you not look back at all (like i've been taught?)
4. how should you receive the baton? from above down into your hand, or from under up into your hand? |

Yes to 1, 2, and 3. That's what practice is for.
Both ways are taught by various people, but the up and under method is less favored. Getting the arm and hand up high -- as close to level as possible -- will result in the most free space between the runners. The more free space created, the less your team actually has to run to get the baton around the track. It also gives the incoming runner the best target.
