How to cure USA’s track--and—field relays or “Do I have to give that medal back because he or she were not careful enough!?”
Simple: any US athletes who makes the top 8 must deposit (deposit would be held for 8 years) 10,000.00 and anyone who travels in the top 6 must deposit extra 20,000.00
In the case, the really has to give medals back, the money goes to the others distributed evenly: initial 10,000 to the original 7 and the other 10,000 to the final 5.

Good luck getting any of the athletes to back that. That's a lot of money to set aside in a sport where only the top few "names" are doing more than scraping by.

Drugs are a big incentive because they can be the difference between making a good living and not. Financially dinging people with the hope of keeping them clean just pushes them more toward get rich quick schemes, i.e., doping.
