Strength helps speed, but it needs to be running specific strength or you just bulk up and slow down. Things like knee lifts with resistance, lunges, toe raises, and leg press all address part of the sprinting motion and are very beneficial.

Probably mostly genetic, i.e. the composition of fast and slow twitch fibers.

If you want to get faster, my best suggestion would be to get a book/video by Loren Seagraves. His speed development system is incredible. When I learned it two years ago over a two month period, I was faster than I had ever been in my life at age 29 and I wasn't in anywhere near my best shape.

Kiwitrack, you posted at the right place. If I recall, Dan is a big Loren Seagraves fan.
