From the statistics page:
"The following is the best possible Men's and Women's 100m races, constructed from the best 10m segments legally recorded."

Actually, more than a half of those splits weren't officially recorded. It's important because accuracy varies from the methods used to search those split times.

Note: Carl Lewis was timed in 1.70 in his last 20m in Stuttgart'93 semi-final from analysis published in DLV research-project by Martin-Luther-Universität. That mean 2 10m sections in 0.85 at even pace. Knowing that his previous 20m section (60-80m) was covered in 1.72 (0.86 per 10m), i think he last 10m section (90-100m) was 0.85.

The biomechanical team of JAAF reported that Carl Lewis ran a 0.80 10m section (12.50m/s) during his 9.80 in Tokyo quarter-final, with +4.3m/s wind-assistance

Note: Florence Griffith-Joyner's races which were analysed were all wind-assisted (in semi and final in Seoul'88 ), so she doesn't appear in those lists. Her maximum speed ever recorded was 10.98m/s (0.91 10m segment) between 60m and 90m in Seoul'88 final.
From my analysis of Indianapolis tapes, i found that she reached a 0.89 segment during 10.49, and other segments were obviously better than the list, but they weren't "legaly recorded".

Its all great information ... And should be posted ... I would post both sets of data ... First the "official" data - as in officially recorded data ... And then that of X-King with the introduction that it is personall data compiled by he and the methodology that he used to accumulate the data ... I think data should always be qualified as to source materials or methodology used ... In either case outstanding jobs by both X-King and Pierre ... I still have yet to take the time to try to do some similar analysis but I know it is most difficult to do ... So Kudos to both ...
